    Families of lattice polarized K3 surfaces with monodromy

    We extend the notion of lattice polarization for K3 surfaces to families over a (not necessarily simply connected) base, in a way that gives control over the action of monodromy on the algebraic cycles, and discuss the uses of this new theory in the study of families of K3 surfaces admitting fibrewise symplectic automorphisms. We then give an application of these ideas to the study of Calabi-Yau threefolds admitting fibrations by lattice polarized K3 surfaces

    Calabi-Yau Threefolds Fibred by Mirror Quartic K3 Surfaces

    We study threefolds fibred by mirror quartic K3 surfaces. We begin by showing that any family of such K3 surfaces is completely determined by a map from the base of the family to the moduli space of mirror quartic K3 surfaces. This is then used to give a complete explicit description of all Calabi-Yau threefolds fibred by mirror quartic K3 surfaces. We conclude by studying the properties of such Calabi-Yau threefolds, including their Hodge numbers and deformation theory.Comment: v2: Significant changes at the request of the referee.     Energy spectrum of cascades generated by muons in Baksan underground scintillation telescope

    Spectrum of cascades generated by cosmic ray muons underground is presented. The mean zenith angle of the muon arrival is theta=35 deg the depth approx. 1000 hg/sq cm. In cascades energy range 700 GeV the measured spectrum is in agreement with the sea-level integral muon spectrum index gamma=3.0. Some decrease of this exponent has been found in the range 4000 Gev

    [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT It was found in the course of the study that oscillations of the vehicle wheelset’s angular velocity during braking should be recognized as the principal cause of rail corrugation. Over a single period, two alternating events occur: an elastic interaction between the wheel and the rail, and their slipping relative to each other causing friction and formation of a valley. The wavelength of corrugation wear increases with the increase of the train speed and the value of the braking torque. In order to reduce the intensity of wear, the track stiffness should be increased, the braking torque reduced, and the suspension’s parameters optimized. При этом за один период происходит попеременно два события - упругое взаимодействие колеса и рельса и проскальзывание их относительно друг друга, из-за чего возникает трение и образуется впадина. Длина волны волнообразного износа увеличивается с увеличением скорости движения поезда, величины тормозного момента. Для снижения интенсивности износа рекомендуется увеличивать жёсткость рельсового пути, уменьшать тормозной момент и подбирать оптимальные параметры подвески

    [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT Experimental studies presented in the article have revealed that the unevenness of movement of the individual parts of the train during its driving along the rails leads to appearance of shocks that could cause sliding. The peculiarity of the proposed method of controlling the situation is that the absolute motion of the locomotive with respect to the fixed system is determined, its speed is set, according to the change of which sliding is calculated, since just decrease in speed when driving in traction mode indicates the occurrence of deviations.     Total photoproduction cross-section at very high energy

    In this paper we apply to photoproduction total cross-section a model we have proposed for purely hadronic processes and which is based on QCD mini-jets and soft gluon re-summation. We compare the predictions of our model with the HERA data as well as with other models. For cosmic rays, our model predicts substantially higher cross-sections at TeV energies than models based on factorization but lower than models based on mini-jets alone, without soft gluons.     Russia`s Participation in the European Convention for the Protection of Human Rights and Fundamental Freedoms

    INTRODUCTION. The article examines problematic issues of Russia’s participation in the European Convention for the Protection of Human Rights and Fundamental Freedoms. According to the authors, the form of Russia’s participation in the Convention, associated with membership in the council of Europe, is unacceptable for its sovereignty. When ratifying the Convention, the degree of objectivity and impartiality of the ECHR in relation to the Russian Federation and the properties of the legal norms of the Convention were not taken into account.MATERIALS AND METHODS. The materials for the research are international agreements, resolutions of international organizations, decisions of the ECHR and the Constitutional Court of the Russian Federa- tion, as well as doctrinal sources on the topic. The methodological basis of the article was formed by general scientific and special research methods. The article critically analyzes the arguments in favor of Russia’s participation in the European Convention and examines the reasons why the ECHR can hardly be called an objective court for a country that is not a member of the EU.RESEARCH RESULTS. The authors believe that the unenforceability of ECHR judgements is only part of the problem of enforcing binding decisions of international organizations. According to the authors, it is necessary to determine the fundamental foundations of Russia’s participation in international organizations that can make decisions legally binding for our country, and to limit their circle to the participants of the integration association with Russia, organizations of strategic partners, as well as organizations in which Russia can influence the adoption decisions. The principles of Russia’s participation in international organizations that make legally binding decisions should be included in the Federal Law “On International Treaties of the Russian Federation”.DISCUSSION AND CONCLUSIONS. The subordination of Russia to the jurisdiction of an interstate human rights body must meet a number of conditions that the ECHR does not meet. Because of this, problems arise with the implementation by Russia of the decisions of the ECHR. The authors share the point of view that the ECHR is an effective mechanism for the protection of rights and freedoms, but only for a group of states – European integration participants bound by common interests, values, and coordinated foreign and domestic policies. Therefore Russia needs to return to the rules of cooperation in the field of human rights with European states, set out in the Helsinki Final Act on Security and Cooperation in Europe
